HELB FIRST TIME VS SUBSEQUENT APPLICATION..


The transition from a first-time Higher Education Loans Board (HELB) application to a subsequent one is often a relief for students. While the first application is a rigorous "vetting" process, subsequent applications are more of a "status update."

Here is a breakdown of the core differences and what you need to know for the next cycle.

 1. Documentation and Paperwork
 
First Time;This is document-heavy. You are required to provide copies of your national ID, KCSE result slip, admission letter, parents' IDs, and death certificates (if applicable). You also need to have your forms signed and stamped by advocates or commissioners of oaths.

 Subsequent:Almost entirely **paperless**. Since HELB already has your biodata and family background on file, you don't need to re-submit these documents. The system simply pulls your existing record.

 2. Application Platform
 First Time: Usually done via the HEF (Higher Education Funding) Portal .It involves creating a profile from scratch and filling out multiple modules (Personal, Education, Family, and Guarantors).
 
Subsequent:Primarily handled through the "HELB Mobile App" or the "HELB USSD code (*642#)"  . It is designed to be a quick, "one-click" process that can be completed on a smartphone in minutes.


 3. Guarantors
 First Time: You must identify two guarantors who will sign your forms and provide copies of their IDs. They are legally bound to ensure the loan is repaid.
 
Subsequent:You do not need to find new guarantors or have the old ones sign anything again. The original guarantors remain attached to your account for the duration of your studies.


 4. The "Means Testing" Instrument (MTI)
 First Time: HELB uses a complex algorithm called the MTI to determine your level of need based on the family income and background you declared. This determines if you get a loan, a bursary, or both.
 
Subsequent:The MTI is not recalculated from scratch unless there is a significant change in your status. Usually, you receive the same amount you were awarded in your first year, provided the government's budget allows.


 5. Verification and Processing Time
First Time: Processing can take several months. Because HELB has to verify thousands of new identities and documents, the "Awarded" status often takes time to appear.
 
*Subsequent:The turnaround time is much faster. Since the account is already verified, the "Subsequent Loan" is often processed in batches, and communication via SMS is more frequent.

 Key Things to Remember
 The Deadline:Subsequent applications usually have a different deadline than first-time ones. Always check the official HELB social media pages for dates.
 Academic Progression: You must be a continuing student. If you defer your studies, you should not apply for a subsequent loan until you resume.
 App Updates:If using the mobile app, ensure it is the latest version from the Play Store to avoid "System Error" messages during the application.
